BHC assisted the Tulalip Tribes in a major update to their zoning code. We worked with the Tribes to ensure their overarching values and vision for the future are reflected in their zones, allowed uses, predictable permit processes, and comprehensive land use designations. Our work included a detailed review of the Tribe’s existing code chapters addressing land use, subdivisions, and environmentally sensitive areas to identify gaps and provide new or revised code language in a unified format. At the same time, we looked at the goals and policies of their comprehensive plan to ensure consistency with the proposed revisions. Tulalip also has unique land use needs due to their goal of providing housing to multiple generations of Tribal members in a relatively rural setting. The resulting code reflects the Tribe’s values and ensures land use permits are issued in a more predictable manner. As part of this project, we also presented the Planning Commission directly and provided materials and strategies to help staff present to the Planning Commission, the Tribal Board, and other key stakeholders among the Tulalip Tribes.
