BHC has provided on-call professional planning services to the City of Roy, functioning as the City’s planning department. BHC supported City staff by advising on planning and permitting needs, interpreting code requirements, responding to general planning inquiries from the public, and reviewing land use proposals and building permits. In our role as the City’s planning staff, BHC communicated directly with applicants, stakeholders, and the general public, while ensuring that city staff were included and well informed. BHC conducted permit reviews according to the City’s procedural requirements, including preparing review letters, coordinating with reviewers, approving plans, and issuing decisions. BHC was also tasked with conducting the periodic update of the City’s Comprehensive Plan for compliance with the Growth Management Act, which involved a high level of public engagement and work with the Planning Commission.
