BHC was hired to help the City of Roy with their 2024 Comprehensive Plan Update in the middle of substantial turnover among City staff and elected officials. We provided stability and consistency and guided new officials and staff through the update process. BHC provided in-depth policy analysis to ensure that the plan was compliant with state and regional guidance and reflected the community’s vision for the next 20 years. Community concerns, primarily water quality, economic development, and community cohesion, were central to the updated plan. We simplified and reduced the size and complexity of the plan for easier implementation and ensured compliance with House Bills1220 and 1181 by strengthening and drafting updated goals and policies.
