BHC led a consultant team to complete the City of Pacific’s Comprehensive Plan Update. Given the city’s location in both King and Pierce Counties, we conducted a detailed policy gaps analysis to assess compliance with both sets of countywide planning policies. We incorporated the findings and analysis into the Land Use, Housing, and other elements and appendices of the plan. BHC utilized existing summertime events to conduct in-person outreach, conducted print and digital surveys, and designed a survey for elementary school students to provide their thoughts on what Pacific’s future should look like. BHC helped the City balance industrial uses with park access, creating a centralized civic service neighborhood, fostering economic vibrancy, and protecting critical areas.
