BHC was part of a consultant team preparing the City of Napavine’s first Climate Element as part of their 2025 Comprehensive Plan Update. As part of this effort, BHC completed a gaps analysis of existing policies to highlight priority areas for the City to address in the Climate Element and prepared a Climate Impact Assessment with relevant maps and graphics to identify paramount climate concerns for the city. Building on this analysis, BHC prepared the draft Climate Resilience Element with goals and policies reflective of relevant climate concerns and impacts, gaps in the city’s climate resilience policies, and input gathered from city staff, residents, and other relevant stakeholders. This work was fully integrated into Napavine’s Comprehensive Plan Update, ensuring compliance with new state requirements and alignment with local priorities.
