BHC led the consultant team responsible for the City of Lynden’s 2025 Comprehensive Plan Update. Our work included updates to the Land Use, Housing, Capital Facilities, and Utilities Elements as well as the development of two new elements for the City’s comprehensive plan – Health and Wellness, and Climate Resilience. We identified policy gaps in the existing plan and worked with the City and consultant team to prioritize policies that both comply with legislation and reflect community values. BHC transformed the plan into an accessible and approachable document for people of all levels of planning knowledge to read by moving technical and background information to the appendices; this allowed the plan to focus on goals and policies. We also recommended updates to the City’s development regulations to ensure consistency with the revised plan.
