BHC led the City of Leavenworth’s 2026 Comprehensive Plan Update, managing all aspects of the project. We prepared the Housing and Land Use Technical Appendices, including a land capacity analysis, updated housing needs assessment aligned with House Bill 1220, Growth Management compliance gap analysis, and zoning alternatives to support future housing needs. In close collaboration with City staff, we delivered GIS mapping, technical documentation, and policy recommendations designed for seamless integration into the updated comprehensive plan. We also facilitated Planning Commission workshops and prepared final adoption-ready materials. This work established a strong foundation for the City’s overall plan update and ensured compliance with current Growth Management Act requirements. As a major part of the periodic update, BHC updated the Introduction, Land Use, Housing, Capital Facilities, and Utilities Elements and developed a new Park, Recreation, and Open Space Element.
