BHC partnered with Island County staff to update the Freeland Subarea Plan, building on a plan BHC originally completed for the Freeland community in 2007. The updated plan reflects multiple decades of community input and serves as a companion document to the Island County Comprehensive Plan. The Subarea Plan will guide development regulations and sewer provisions within the Freeland Non-Municipal Urban Growth Area. BHC reviewed and updated all elements of the plan, evaluated consistency with the Island Countywide Planning Policies, and supported several community open houses. Throughout the process, BHC collaborated with Island County staff to develop a hybrid form-based development code to be adopted concurrently with the Subarea Plan during the Island County Code periodic update.
