The Town of Index hired BHC to provide on-call planning services, advisory support, and technical assistance with permit review. Following the COVID-19 pandemic, the Town experienced increased interest in vacant, often sub-standard parcels adjacent to the dynamic North Fork of the Skykomish River. These applications are frequently complicated by critical area regulations and the added layers of shoreline permitting and review. BHC supports the Town by reviewing land use and critical areas applications, coordinating with staff to ensure compliance with permitting requirements and clear communication with applicants. For example, BHC’s planners and civil engineers reviewed a project proposal to add and maintain fill along an eroded streambank. This work included discussions with Town staff about permits and approvals, preparing guidance for the applicant, and participation and coordination of pre-application meetings.
