BHC managed the City of Fircrest’s 2024 Comprehensive Plan Update, ensuring compliance with updated state laws and countywide planning policies while creating a more reader-friendly document. As part of this effort, we helped Fircrest establish its first Climate Resilience Element, consistent with initial Commerce guidance under House Bill 1181 and advised on middle housing compliance (House Bill 1337) consistent with the City’s updated vision. Our scope included a land capacity analysis, housing needs assessment, and the development and implementation of a public participation plan to ensure the plan reflected community values. BHC used a community-wide survey and visioning workshop to inform changes to the Vision Statement and strategies to address housing deficits while ensuring Fircrest maintains its charm, which is valued by many community members.
