BHC provided conceptual design services for a gathering space in Downtown Enumclaw. The City identified key goals for the site: to create a gathering space, to provide event space, to improve Railroad Avenue and Initial Avenue as promenades, and to improve the Cole Avenue frontage. To achieve these goals, BHC led an intensive public process to establish use criteria, conduct a feasibility assessment for the range of development options, and create a conceptual site development plan for the preferred uses. Community engagement efforts included an initial workshop with stakeholders from the Parks Commission, Chamber of Commerce, School District, Senior and Youth Services, and arts organizations followed by in-depth interviews to determine facility and site uses, timing, and potential revenue streams. The process resulted in a conceptual site development plan and implementation strategy that reflected the community’s preferred development scenario. BHC produced a final report that included the preferred development scenario with a schematic design and cost estimates to give the City a clear and actionable framework for capital development.
