A BHC-led consultant team undertook a complete update of Enumclaw’s Comprehensive Plan, including transportation modeling, land capacity analysis, and a new Climate Resilience Element. The finished product is both true to the community’s values andprovides easily accessible guidance to address housing needs in the short and long-term planning timeframes. Enumclaw wanted to provide enough housing for families young and old to choose to live, grow, and age in place in the City. Our team facilitated a series of well-attended open house events and community workshops to develop a new Vision Statement, explore inclusive housing solutions for all community members, and evaluate various land use scenarios. Community outreach was supported by an extensively researched Existing Conditions report and up-to-date County housing targets. New plan chapters incorporated community feedback, as well as the results of detailed analysis, to ensure the plan is consistent with Countywide policies and other agency guidelines. BHC collaborated with multiple City departments to update policies related to Parks and Recreation, Public Utilities, Finance, and Community Development, and proposed municipal code changes to implement them. The plan was adopted by City Council at its first hearing.
