To address staffing needs, the City of Elma expanded their BHC Code Compliance contract to include professional planning services. The BHC planning team was able to step in to advise staff on Code interpretations and procedural requirements, respond to general planning inquiries, and meet permit review timelines. Functioning as the City planner, BHC staff reviewed site plans and land use proposals, coordinated directly with applicants and reviewers, issued required notices and SEPA threshold determinations, reviewed public comments and applied mitigating conditions, and prepared decisions. BHC was on-call and available, responding to quick phone calls or emails to advise as needed.
