The City of Edmonds hired BHC to develop a strategy for implementing actions of the Edmonds 2023 Climate Action Plan (CAP) into their municipal code. BHC reviewed the CAP to identify actions relevant to the development code, sought best practices on climate-implementation methods from peer cities, and built a matrix to list and score proposed code options. The BHC team developed a prioritized rating system, which weighed the strengths and weaknesses of the code options against specific City goals and assessed their impact on vulnerable populations. The team then worked with staff to fine-tune the prioritization and scoring before selecting the top code approaches and preparing code redlines to implement Edmond’s climate actions in the City’s municipal code.
