Ronald A. Dorn, PE
Ron Dorn has over 30 years of engineering experience managing, planning, and designing a wide variety of water and wastewater proejcts. His experience includes projects involving water distribution and transmission, gravity sewers, pump stations, water system planning, pressure reducing valve stations, computer modeling, water and wastewater treatment, water reservoirs, and transient analyses. Ron's clients include the Cities of Redmond, Bellevue, Lynnwood, and Monroe; King County Water District No. 111; and Lake Whatcom Water and Sewer District.
Jim Gross, PE, PMP
Director of Engineering
Jim Gross has 28 years of civil and environmental engineering experience ranging from studies and planning activities to detailed design on water distribution/treatment and wastewater collection/treatment projects. He has served as project engineer and project manager on municipal utility projects for local utility districts, city water and sewer departments, and public agencies of varying sizes. Jim is the District Engineer and Project Manager for all water system planning, design, and construction support projects for North Perry Avenue Water District located near Bremerton, and is providing General Manager and District Engineering services to Vashon Sewer District.
Director of Client Services
Jon Davies has 23 years of experience in the area of Business Development. He is responsible for raising the overall visibility of the firm, expanding BHC’s presence in their current markets, developing relationships in new markets, and leading strategic client and project pursuits. Jon is currently serving as Programs Committee Chair for the American Public Works Association (APWA) WA State Chapter and is a Past President of the Society for Marketing Professional Services (SMPS) Seattle Chapter.
Bard B. Horton, PE
Bard Horton has over 30 years experience in design, project management and construction administration on a broad range of civil engineering projects. He has experience in hydraulic, wastewater, and landfill engineering design and analysis; hydrologic analysis; and hydraulic and hydrodynamic modeling. He has designed wastewater and landfill leachate treatment and conveyance facilities; performed stormwater drainage studies; and designed stormwater management facilities. He has conducted numerical modeling studies of dispersion, advection, and tidal and wind driven circulation in marine embayments and estuaries. Bard has worked with the Cities of Everett and Bellevue, Seattle Public Utilites, King County, Snohomish County, and Skagit County.
Chris Kelsey PE, PMP
Chris Kelsey has over 28 years of local experience in the planning, analysis, design, and construction of public works infrastructure. He has successfully led complex multi-team projects involving rigid regulatory drivers, numerous and diverse stakeholders, onerous permitting requirements, and challenging schedule and funding constraints. He has extensive experience engineering and managing the design of treatment, pumping, and conveyance facilities. Chris has performed field work that has included water quality monitoring, pilot testing, hydrant flow testing/calibration plans, tracer studies, facility condition assessments, construction management activities, and facilities startup and optimization.
