Noah Allen, PE, PMP
Noah Allen has 12 years of civil engineering experience with wastewater, water and landfill projects. Noah is responsible for leading and coordinating the technical components of projects, including alternatives analyses, detailed design, specification writing, cost estimating, and engineering services during construction. Specific experience includes sanitary sewer design (gravity and pressure), wastewater pump station design, PRV replacement, landfill cell design, leachate and LFG collection and conveyance, construction observation, LID process, specification preparation, data analyses, modeling, and preparing cost estimates. Noah has worked on projects for clients such as King County, the Cities of Bellevue, Redmond, Lynnwood, and Everett, and Highline Water District.
Cris Castro, PE
Cris Castro has over 17 years of engineering experience and has provided analysis for a variety of civil engineering projects, particularly site utilities and grading, stormwater management system design, potable water conveyance, retaining wall design, and landfill development and closures. He has been an infrastructure engineer on numerous FEMA projects following declared disasters, where he inspected damages and formulated scopes of work and cost estimates for repairs.
Peter Cunningham, PE
Peter Cunningham provides his civil engineering expertise on water, wastewater, and stormwater projects. His experience includes comprehensive plan development for sewer and water systems, data analysis, hydraulic and hydrologic modeling, sewer design, pump station design, site layouts, stormwater facility design, sediment and erosion control plans, specification writing, and cost estimating. He has worked on projects for Highline Water District, the Cities of Lacey, Everson, Port Orchard and Everett, and Kitsap County.
Ken Dahl, PE, SE
Over the last 30+ years, Ken Dahl has managed the design of a variety of civil, commercial, technical, industrial, and institutional structures, including projects requiring static and dynamic analyses. He brings a special expertise with public assembly facilities (such as arenas, performing arts centers, and convention centers), particularly those featuring long–span construction. He also has expertise in healthcare facilities, including hospital replacement, medical office buildings, and department renovations in existing facilities, particularly those featuring vibration considerations. Ken has managed several award-winning projects, including the University of Washington Hec Edmundson Pavilion Renovation, which uses an innovative composite truss system. His projects can be found around the world, in multiple seismic zones and often featuring exposed structure for architectural expression.
Tony Fisher, PE, PMP
Tony Fisher is a professional engineer with over 25 years of experience managing water and wastewater system projects in Western Washington. As project manager, Tony is responsible for developing the project scope and budget, coordinating the design effort and administering construction contracts. His recent clients include the Soos Creek Water & Sewer District, Kitsap County, and the cities of Renton, Olympia, and Redmond.
Gustavo Franco, PE, SE
Gustavo Franco is a licensed structural engineer with more than 20 years of experience in structural engineering and design. Gustavo has designed building structures of reinforced concrete, structural steel, cold-formed structural steel, masonry and wood. Building and structure types include industrial, residential, commercial, educational, institutional and healthcare. Gustavo uses several structural analysis programs when modeling structural systems and has developed spreadsheets to facilitate repetitive calculations. Other responsibilities include coordinating drawings with various trades, working with trades and contractors to resolve conflicts, construction administration, and quality control and quality assurance of design and drawings.
John Frech, PE
John Frech has 19 years of experience in environmental and civil engineering. His primary focus has been environmental studies and the design of water, wastewater, stormwater, and solid waste projects. He has also performed construction engineering services and general civil engineering plan review in addition to survey experience that includes landfill projects and construction staking for stormwater, utilities and wastewater treatment plant projects.
Jeffrey S. Gibson, PE
Jeff Gibson is a licensed electrical engineer with 25 years of design and construction engineering experience. His design experience includes projects for water and wastewater treatment plants and pump stations, transportation and roads, commercial buildings, airport terminals, higher education and schools, manufacturing plants, and high tech facilities. His expertise includes electrical power distribution, lighting, fire alarm and life safety, and emergency power systems for critical loads. He is also responsible for project management and electrical quality assurance.
Thomas P. Giese, PE
Tom Giese has 20 years experience with various wastewater, water and reclaimed water projects including wastewater treatment facility planning and design; wastewater facility process and hydraulic modeling; design of sewage lift stations, sanitary sewer lines, water lines, and reclaimed water lines; wastewater treatment pilot testing; and water system planning and modeling. His clients have included: Pierce County Public Works and Utilities; Birch Bay Water and Sewer District; Kitsap County Sewer District; Lakehaven Utility District; Lakewood Water District; and City of Battle Ground, Arlington, Raymond, La Center, Snohomish, Sumner, Yakima, Olympia, Lacey, among others.
Kenneth Gray, PE
Kenneth Gray is a project engineer providing expertise on industrial and municipal wastewater treatment plant projects. His overall experience has been providing modeling, alternatives/ modifications to existing plant processes, CIP estimates, life cycle cost analysis, sustainability/ green technology, detailed design, and services during construction. Kenneth has worked on projects for the City of Everson, Washington Beef, Lakehaven Utility District, and Southwest Suburban Sewer District.
Dave Harms, PE
Dave Harms has over 30 years of experience in stormwater, water and wastewater projects, including comprehensive planning and design studies for stormwater conveyance and control facilities, water distribution systems and wastewater collection systems. His professional experience is primarily in drainage basin and utility systems modeling and design using state of the art hydrologic and hydraulic computer models to analyze a wide range of scenarios. Dave has extensive experience using HSPF, MOUSE, SWMM, WWHM, MGSFlood, KCRTS, StormShed, HEC-RAS, HYDRA, WaterCAD, EPAnet, HAMMER and SURGE5 modeling software.
Christopher W. Kelsey, PE, PMP
Chris Kelsey is has 26 years of experienced in the planning, analysis, and design of water and wastewater systems. He has extensive experience in engineering and managing the design of treatment, pumping and conveyance facilities. His responsibilities have included: comprehensive planning efforts involving system evaluation, management and capital improvement program development; alternatives analyses; detailed facilities analysis and engineering reports; design and construction management. He has worked with City of Marysville, Shelton, Arlington, Longview, Renton, Bellevue, Kent, Lynden, Snoqualmie, Ocean Shores, Auburn; Woodinville Water District; Birch Bay Water and Sewer District; Highline Water District; Cowlitz County Public Utilities District; Olympic View Water and Sewer District; among others.
Greg Mockos, PE
Greg Mockos is a water and wastewater engineer with experience in CSO conveyance design, process design, domestic wastewater treatment, industrial wastewater treatment, pump station and pipeline design, wastewater facility commissioning, hazardous leachate treatment design and commissioning, mining wastewater treatment, stormwater collection and treatment, Stormwater Pollution Prevention Plan (SWPPP) preparation, and comprehensive water system planning.
Tiffany Neier, PE
Tiffany Neier has 6 years of experience working on green stormwater infrastructure projects and performing hydrologic and hydraulic modeling analysis. She has worked on projects for the King County Wastewater Treatment Division, Seattle Public Utilities, North City Water District, Southwest Suburban Sewer District, and the City of Lynnwood.
Becca Ochiltree, PE
Becca Ochiltree has 12 years of experience in civil engineering. Her experience includes stormwater management, modeling, and design; surface water restoration; Low Impact Design; water quality and detention facilities design; geotechnical evaluation and design; and permitting and construction support. Becca has extensive stormwater and surface water modeling experience, including the use of HEC-RAS, TR-55, Flowmaster, Culvertmaster, WWHM, SBUH, KCRTS, and scour analysis models. She has successfully prepared alternative analyses, plans, specifications, estimates, and permits for municipal clients throughout the Pacific Northwest.
Cameron Ochiltree, PE
Cameron Ochiltree is a project manager and senior engineer who specializes in managing large, complex water and wastewater design projects with challenging conditions that demand innovative technical solutions. His work includes planning, permitting and design of water and wastewater treatment facilities, conveyance systems, and wastewater outfalls. His management experience includes a wide range of projects for private, municipal, and federal clients with contract values ranging from under ten thousand to over 20 million dollars. His recent experience includes the management and design leadership of the 240 mgd floating Morse Lake pump plant for Seattle Public Utilities, the management and construction support of the 6 mgd Picnic Point Wastewater Treatment Facility.
Nate Palmatier, PE
Nate Palmatier has 14 years of electrical engineering experience focusing on wastewater and water projects. He has extensive experience with instrumentation and controls projects from design to construction closeout. Nate also has experience in developing design standards and procedures, developing and implementing control algorithms, and modifying and enhancing master specification sets.
Carla Talich, PE
Carla Talich has 21 years of engineering experience in civil and water resources engineering including stormwater management, erosion and sediment control, flood control, stream and wetland restoration, water distribution, and project permitting under the Endangered Species Act. She has engineered and assisted in permit acquisition for land development and re-development; bridge and culvert replacements; stream, wetland and estuary restoration; stream bank protection; and underwater pipeline repair projects. Carla has worked closely with clients and regulatory agencies throughout the permit process, including participation in pre-application meetings, design charettes, and phone and written communications between the project team, clients, and regulatory agencies.
Aaron Werner, PE
Aaron Werner has 15 years of experience in the design and construction of wastewater and water projects, landfill closures, and landfill cell development. He has provided civil site design and earthwork modeling on several projects. Aaron has specialized experience in providing construction management services to our wastewater, water, and solid waste clients. He has worked extensively with subcontractors, design professionals and owners to develop budgets, schedules, provide contract administration and work to resolve construction issues. Aaron has provided these services to clients including the Cities of Renton, Snohomish, Fircrest, Port Angeles, and Carson City, NV; King County; and Southwest Suburban Sewer District.
Jordan Zier, PE
Jordan Zier specializes in managing the planning, design, and construction management of water, wastewater, and stormwater projects. In addition to his engineering experience, Jordan has experience in the field providing inspection services coordination, condition assessment assistance, and engineering services during construction. He has worked on projects for the Cities of Bothell, Bellingham, Edmonds, and Edgewood; Northshore Utility District; and North City Water District.
