Building Code and Construction Compliance - Military

BHC has experience servings as construction consultants for Military Housing Privatization projects, and managing the documentation of the building inspection process from plan development, site development, site preparation, building and utilities construction, through inspection and approval. Project Briefs

Explosives Handling Wharf 2 (EHW2), Sub Base Bangor, Kitsap Naval Station, WA
BHC is currently providing all the required electrical and mechanical/plumbing inspections for EHW2 Constructors. Our role is that of Quality Control specialty inspectors for the electrical and mechanical/plumbing systems on the entire project. Our role dictates we work closely with the general contractors CQC team as well as NAFVAC quality control personnel. Daily observation and correction reports are required along with management of all inspection records and compliance reports. ($350M valuation)

Construction Consulting and Code Compliance Services, Department of the Navy PPV, Hawaii Regional Housing Privatization Project
BHC staff was selected to manage the construction consulting services for the Hawaii Navy PPV project. These services included all civil, utility, and building inspections for more than 910 residential units, two new community centers, and the renovation/relocation of two existing community centers in five housing communities. The work included water supply, sanitary sewer, and storm drainage systems; electrical systems; and structural systems, as well as building inspections.

Located at five military housing locations, the project plans included demolishing more than 960 existing units and replacing them with 910 new residential units; renovating four existing community centers; and performing infrastructure improvements on more than 215 acres in Honolulu.

Fairchild AFB, Spokane WA
BHC staff was selected to manage and oversee the complete residential building inspection and plan review services for family housing at Fairchild AFB. This project is one of the three bases identified as the AMC West group. This project included new construction to be built out in the first year with a renovation IDP to cover an additional five years. 

William Hill developed inspection programs and provided construction consulting project management on over 40 DOD privatization projects across the US.

Army Residential Communities Initiative (RCI)/ Air Force Family Housing, Fort Lewis/McChord AFB, WA
BHC staff was selected to manage and oversee the complete residential building inspection and plan review services for the Army's RCI program at Fort Lewis, Washington as well as the joint base family housing at McChord AFB. Fort Lewis is one of the four original pilot projects to privatize military housing across the US. In the first year, BHC staff reviewed civil and building plans and oversaw inspections performed for electrical, plumbing, mechanical, and civil utility inspections for over 150 new multifamily and town home units. Additionally, our staff has provided on-going building inspection for approximately 300 alterations/additions, which are defined as redevelops by RCI. 

The project included redevelopment and construction of over 3,200 military housing units.

Northwest Regional (Puget Sound) Housing, Department of Navy, Bangor and Whidbey Island, WA
BHC staff provided building code inspections for vertical construction in the first phase of the project. These included sites on Whidbey Island and at Bangor. The contract was for 109 homes with the total project scope expected to be around 1,000 homes constructed/renovated. The Northwest Region encompasses multiple housing neighborhoods associated with seven Naval Installations located in the Puget Sound area of the State of Washington.
